North Korea UN Sanctions: Russia is the True Test, says US and China

The United States, along with its ally China, is reportedly making progress with its discussion with North Korea in imposing new United Nations sanctions due to its missile test, but the engagement of Russia will be true test as stated by United States Ambassador to the UN, Nikki Haley.

US gave China a draft resolution weeks ago to impose greater sanctions on North Korea for its July 4 missile launch. Senior diplomats said that the US Ambassador to the UN had been aiming for a vote by the Security Council.

"We're constantly in touch with China ... Things are moving but it's still too early to tell how far they'll move," Haley said on Tuesday. She added that she was satisfied with Beijing's initial response to the proposal because it showed "seriousness."

"We know that China's been sharing and negotiating with Russia, so as long as they are doing that, we're going to continue to watch this closely to make sure it is a strong resolution," she told reporters.

"The true test will be what (the Chinese) have worked out with Russia (and whether) Russia comes and tries to pull out of that," Haley said. "Everyone that we have dealt with acknowledges that it's an ICBM. Whether they are willing to put it in writing or not is going to be the real question."

Meanwhile, China's UN Ambassador Liu Jieyi also told reporters that Beijing is making progress about the talks but they need more time and that they are working very hard.

"All sides need to maintain pressure, and also work hard to ease the tense situation on the peninsula as soon as possible, creating a beneficial environment and atmosphere for resuming contacts and talks," Lu said.
