Since cooperation with the Qinghai Provincial Government began in 1997, Hong Kong Christian Action has contributed to joint efforts in expanding, offering training, and managing children's homes in four Tibetan autonomous prefectures of Qinghai.  It is currently recruiting social workers for Huangnan Children's Home, which takes care of 574 orphans.

According to its official website,Christian Action was founded in 1985 and is committed to "serving those who are disadvantaged, marginalized, displaced or abandoned. Our aim is to give them hope, dignity and self-reliance. "

"Christian Action, formerly known as Hong Kong Christian Aid to Refugees, has a rich history of rescue, compassion and advocacy dating back to the early 1950's. In the early years, we provided assistance to Russian and Chinese refugees, transitioning to the service of multiplied thousands of Vietnamese Boat People in the 1980's. In 1994, as our scope of services broadened, we were renamed Christian Action.

"Expanded services in Hong Kong now help local unemployed adults and youth, new arrivals from the Mainland, ethnic minorities, refugees, asylum seekers and foreign domestic helpers. In 1997, CA launched Humanitarian Services in Qinghai, Northwest China, working in conjunction with the Qinghai Provincial Government, to rescue and care for abandoned and disabled children, as well as address poverty alleviation on the Tibetan Plateau."

The organization mainly provides humanitarian support services in China.

"Our service includes... humanitarian programs in Qinghai Province on the Tibetan Plateau. This includes co-managing five children's homes; the province's first and only Children's Rehabilitation Centre for disabled children; the construction of winter homes, rural clinics and schools for impoverished Tibetans, and the provision of school scholarships for the rural poor. In future, we plan to co-manage 8 children's homes in Qinghai.

"Huangnan Children's Home is our second children's home, co-managed since May 2008 in Huangnan Prefecture. It is the first children's home in Qinghai to admit Tibetan children. The Home is now taking care of 574 orphans from all 4 counties of Huangnan Prefecture. After the Yushu earthquake in 2010, Huangnan Children's Home took care of 68 orphans from Yushu after the earthquake. The services in the home include pre-vocational training and a vegetable shed to train up orphans' responsibility."
