On May 19, 2020, the Shanghai CC&TSPM invited the leaders of the Political and Legal Department of the Municipal Ethnic and Religious Affairs Bureau to give a report at on "Religious Group Management Measures."

The report introduced the legislative purpose of the "Religious Group Management Measures", and then interpreted each of the measures, giving comments and suggestions on how to implement them.

At the meeting, Pastor Geng Weizhong, chairman of the Municipal Christian Educational Committee, shared what he had learned. He said that organizations should pay attention to the training and re-education of teaching staff while also encouraging staff to develop their talents. There should be a system of rewards and punishment to encourage compliance. Municipal and district-level organizations need to develop systems of approval in accordance with the guidelines. According to the regulations, organizations should provide online religious information services in an acceptable manner.
