The State Council, China's cabinet, released regulations on volunteer services on September 6, 2017 which will come into force on Dec 1, according to a decree signed by Premier Li Keqiang on Aug 22.
According to the regulations, volunteer service activities shall follow such principles as voluntariness, equality, no charge, good faith, and legality.

When recruiting volunteers, the voluntary organizations shall provide true, correct, and complete information related to the volunteer service and clearly notify what risks may arise during the process of rendering volunteer services.
The volunteer service organizations shall arrange volunteers in activities that are aligned with their ages, knowledge, skills, and physical conditions as well as provide them with skill training needed.
The organizations shall truthfully record the volunteer services and issue the truthful record for volunteers free of charge.
Voluntary organizations and voluntary receivers shall respect the human dignity of volunteers.
Voluntary organizations and volunteers shall not receive payoffs whether in a direct form or a disguised one.
No organization or individual may forcibly appoint volunteers or voluntary organizations to perform services.
