According to information recently published on the Zhejiang Government Service Network, Xiaqiao Church in Lucheng District, Wenzhou City, Zhejiang Province, has been penalized for construction without a planning permit.
The public notice states that "beginning in the first half of 2023, the church conducted unauthorized construction at No. 3 Shuangle Road, Guanghua Subdistrict, Lucheng District, Wenzhou City, in violation of relevant provisions of the Zhejiang Provincial Territorial Spatial Planning Regulations."
The Lucheng District Comprehensive Administrative Law Enforcement Bureau ordered the church to dismantle the unregistered structures—including interior added floors, exterior staircases, and platforms—within 15 days of receiving the decision. The demolition involves a total area of 1,241.71 square meters.
In addition, an administrative fine of RMB 40,079.53 was imposed. The penalty decision was issued on December 16, 2025, and has been publicly disclosed in accordance with regulations.
